Reference must not start or end with a slash '/' and not contain two consecutive slashes '//' .
When no reference is available for the instruction, eg, the instruction was sent by fax, the Related Reference (RELA) must be :20C::RELA//NONREF.
POOL and COMM references must not appear more than once in the message.
